Mount Allison was, and Rutgers graduate school are like that. It's because it takes an act of academic senate to get the course listed in the calendar originally, but there's no mechanism to ensure that courses are actually offered. So the university just leaves old courses on the books, because it's less bureaucracy for the faculty that way (i.e. they don't have to go through the hassle of getting the course re-listed if they ever want to teach it again.)
