I need geek help! (re: message boards)

jaalaOkay. I've been asked to install a message board/forum on a club website. The catch is that I can't use PHP and I don't have access to a cgi-bin directory. Any suggestions? If something externally hosted is the only option, feel free to make suggestions for that as well. Whatever it is, it has to be free or fairly cheap.
(If someone can think of good communities to which this message can be cross-posted, that would be good too.)
